I don't remember if the Quake gamepack (q1.game) comes with Netradiant; if it's not in there, you can download all the individual gamepacks from the files archive on that page:

I'm having a hard time trying to find NetRadiant, to tell the truth. A lot of broken links out there in Quake land.

Yeah, you can save prefabs as .map and .obj format, although I use Netradiant and I'm not sure if it's the same in GTK.
Netradiant comes with a plugin that allows you to export selected brushes to .obj format (brushexport IIRC).
You can also simply save something as .map and later paste that into another map.

But you should read the tuts on Katsbits about the .map format to get a good feel for it if you REALLY want to do that we have done it here since blender 2.45 using Kat's tuts.

.obj or .ase would likely be less demanding as GB walked me through an .ase path in which I successfully imported a heightmap with over 5000 polys that I was making from photos of Greek artifacts.
I would of course try Noesis for any conversion if I had no interest in learning anything new.
