When I try to play Operation Urth Majik, I got an error message that says:
"couldn't spawn server maps/start.bsp" in the console.

Operating on the assumption you have registered Quake and not only shareware which doesn't allow mods ...
Command line should be something like this:
"c:\quake\glquake.exe" -game oum +map start
... ensuring that you have a c:\quake\oum folder that contains the OUM files which is pretty much a pak0.pak.
Switching tracks, it sounds like you are having problems here and there with mods. You might considering using this, which makes it supernoob easy to run mods (it even downloads them).
