They might be in that pak0.pak in the CAx download wolv linked.

They'd probably be in one of these pk3 files:

Or for sure in:

The reason that the sounds weren't included in the zip file downloads is so as to not confuse someone expecting to unzip the zip into quake\id1\maps which obviously can't be done with sounds.

The EZ installer version, like the quakeone-map-pack-r3.exe installed the sounds obviously because there was no risk of confusing newblars.
