I am aware that Solecord has already picked software to replace the current forum but, I wanted to put it out there what my vision is.
Currently, the forum is the primary focus of the entire site. I feel this system has run it's course in relativity. it is my opinion that profiles should be far more powerful and the site does little more than aggregate recent and popular data from profiles. In other words: Every user would be given a playground of ways to express themself IN THEIR PROFILE. The user would also be given control as to who can or can't participate on their profile. Nobody would ever technically be banned from Quakeone as a whole but, individuals can "profile ban". The site would primarily just aggregate this stuff to a main page based on a number of factors that would eliminate spammy profiles from being aggregated. What are these factors? You may ask. Well, I don't know but, I'm sure it can be done.
Anyway, that's how I see it. I don't believe moderators or admins are useful unless you are going to have them know everything (magically) and never log off. You can eliminate all this heirarchy stuff by forcing the user to mod themself and implementing a complex voting system on a number of other things. Maybe profile votes could be one way to determine spam profiles.
