Before this, Mark I knew as a guy who would say sentences oddly and repeat his catch phrases a lot. When he first contacted me, I was a bit surprised when he started talking about a group effort he was putting together. Then when I saw the org chart, I became apprehensive. It seemed like it was like a kid's club where you make believe about presidents and CEOs. I joined anyway to test the waters, as it were.
After a couple meetings, I learned more about the goals. There are different groups within the network, each with its own goal. I also learned that Mark learned English as a second language. So... it turns out he's not just an idiot! (Sorry, Mark)
Back to the goals. One of them is working on something to do for the 20th anniversary of Quake. The sky's the limit, you can even ask for funding, but chances are that you will need sponsors or charge admission. Can two or three dudes on a quake forum do this alone? Oh no way, Jose. So, obviously this subgroup is still nebulous and will need a lot of help.
Another goal is having a better way to organize games between players. This is part of the Live section. The primary idea is something like a calendar which will say when and where people will play. I feel this could help putting tournaments together and also help having weekly games, like ctf used to be. There's even an idea of gaining "commitment" points for keeping your dates. Is this a good idea? Can't say, yet. There's no feedback. There's not even a calendar yet.
Yet another goal is a new ranking system. Stats and more stats to compare each other. Obviously frags count differently on different mods, so we need a way to compare correctly. Additionally, it might be nice if achievements were made possible (no word on this). I'm pretty sure all this would have to exist on a website to be compatible with all servers- yes, euro servers and all of qw would be ideal. To make this interesting for everybody, we need regulars from all mods to even have a chance.
Honestly, I really do not like that they chose quakeone.net as the domain name... it was chosen before I knew about it. If there is going to be a forum on quakeone.net, it would be technical stuff for the site and the projects. It obviously would be suicidal to compete with every single quake community already existing. Many people are already giving a lot to the community, like golden_boy mentioned himself, so I certainly don't expect them to give that up.
Now that some responses to this thread remind me of my initial apprehension, I find it hard to defend the use of titles like president/CEO. But they are simply names for job descriptions. You might think Mark is having fun on the throne, telling people what to do, but he doesn't do that. It really seems he's working the hardest, trying to keep things together. Sometimes he shows his screen for something (the meeting website gives this option), and in the background I see that he's doing many things at once, and he has a LOT of things organized in order to try to remember names, conversations, plans- you name it.

If you have time to put into doing something new for quake 1, check it out. But it's not possible yet to put much work into it, since it's in a planning... even pre-planning stages.
