Quake 2 Running On Quake Engine

Quake 2 works on Quake Engine, but you need ftqwgl, to run Q2 maps.

Or you could just use the Quake II engine.

FTE is a Quake II engine as well as a Quake engine. It has special code to enable all of that. Its not just the maps.
Quake and Quake II are incompatible in every single regard other than the format of pak and sound files, and even there there are minor differences.
