Sure, overclocking isn't nescessary. Hell, it never way 'nescesary'. I do it because I can, and it doesn't cost anything (save the $20 I spent on my AC Freezer 64 Pro). Electricity isn't really a factor if you're just overclocking and not overvolting.
More power to run the cooling systems? What cooling systems? You don't need high power cooling systems to overclock. As I said before, I have a $20 air cooler and it's served me well through all the years I've had it. There's no extra power draw involved over the stock cooler with air coolers.
As far as shorter lifetimes goes, that's really a myth. You're only going to get shorter lifetime if you overvolt (a lot), or if your hardware is running really hot. You can get a decent cooler like I did and overclock stuff, and it will still be running cooler than it was at stock with the stock cooler, thus, longer life... until you overvolt it too much.

No way. My cooler serves me well, why would I spend extra money to replace something that works great?

Depends. The OP said water cooled, so that's not gonna come cheap.

Yeah, it will certianly take more power to run a bunch of fans on a rad and a pump than it will to run one or 2 fans on a good aftermarket hsf. There's also extreme measures like peltier and phase change, but that's a whole lot of crap to go through...

i opted out of water cooling but my next system might be WC. This current system has 9 fans in it 4 of them were 200 Cubic Feet a Minute fans.. however, the thing is louder than an airplane so i have since taken those 4 out and replaced with much more silent running ones. I was able to OC everything in my system without any issues even on some pretty high settings.

My roomate in school tried to build a computer inside a minifridge order to keep everything cool. Bad idea. He ended up with a motherboard submerged in water because of condensation.
I heard people have had success putting their computer in a tank of cooled mineral oil. A little overkill, but the title does say "Xtreme"...

Condensation's a bitch. Chilled water, phase change, liquid nitrogen... watch out for water. That's another reason why I like air cooling...
