In case anyone is wondering
these are the specific palette ranges in the Quake palette that are not used by the default base skin texture of player.mdl
(in case you want to set your pants/shirt colors to only use colors that aren't already used by the skin)
**Note that rows 1 and 6 ARE technically in the skin but don't count for this specific purpose because they are the ones that get 'replaced' by other colors depending on your settings
