Some old 32-bit programs (like QME 3.0) are packaged with 16-bit installers, so you could run the program on Windows 7 64-bit, if you could only get it to install.

For QME 3.0 Full, I just had to download the Setup32.exe from the InstallShield 3 shortcut
section and run that.
