How do I spawn 'monsters' in Quake?

How do I spawn monsters (as they are called) in Quake? I've tried "spawn monster_[monstername]" but it just keeps saying "spawn is not available in console-mode". Any help?

It can't be done from the console. You'd have to create a QuakeC mod if you wanted that ability.
