What is this map?

I was downloading random maps on Quaddicted, and came across "revival-sw.bsp". The title in the game is "Revival Mines, by forrest". Does anyone have any clue what this map is for, and why it has no weapons? The layout and architecture is pretty decent. The map itself looks finished, but there are no entities!

Possibly. I don't understand why a mapper would fail to spend 30 minutes adding weapons and inventory into a map, after days were most certainly spent on building it. It would have opened up so many other game types. Maybe I'll .ent hack it and add weapons & inventory myself for my own personal collection (against bots). heh.
