I emailed back to him, but I think this has already been done in QuakeC. I believe Seven created code with this effect in the Small Mod Compilation (SMC). There is an option to have head gips rotate around eight different ways (like the classic Doom sprite rotations) to always face the player. If Seven gets his message, Seven should be able to claim this bounty easily enough.
