I never have a problem with Shammies in pvp. Just takes longer to kill the resto over the elemental is all.

PVE, their utility is second to none.

my lack of epics is due to a...long vacation

but even so, im a pretty good tank.

All you have to do is keep the mobs on you and you'll be fine.

You can get some good S1 upgrades by doing BG's. Once you get your S1 pvp gear, get into some arenas for S2 weapons. That will by far put out some deeps on the PVE scale.
