It seems, Al Peterson may have contracted this company to run the EMPTY jail.
It's possible that he's just trying to muscle his authority into office. Then what, the contract goes to the highest bidder? Though, it was kinda strange the "Captain Michael" barely spoke understandable English; Mid-East accent?

This is very strange indeed. It appears to me that this "APF" group could be a terrorist group mascarading as a mercenary group. Odd how this Captain Micheal refuses to give a last name and has a middle eastern accent, and they claim they have years of experiance on thier website, yet Captain Micheal says it was established in Feburary...

One thing is for sure... they are not a police force. The police are run by the government, this is a freelance group. I'm not even sure of the legality of this. They are supposedly guarding a prison, and prison are run by the government as well, thus they have government security. I don't think a right government would be too happy about some ragtag group of mercenaries, possibly terrorists taking over one of thier facilities, abandoned/unused or not.
