So from a real brief bit of research, it would appear that this is Amazon's version of the Cryengine. They helped out when the company was not doing so well and got a stake in the engine as a return.
It is being pushed as a free engine with AWS (some online thing - not sure) and Twitch support built in.
For me, it isn't that viable an alternative yet as it doesn't have support for Blender, not fully working anyway but if 3dsmax is your thing, you should be ok.
I personally have never been interested in working with the Cryengine but it is really nice looking and if it really is free (with no catches) then it can only be a good thing to have more options, and if you have already been modding it then you are probably all set.
If you want to start developing, start with an engine you know, that you are familiar with; hopefully it has a lot of mods/resources out for it already that you can study and pick apart. A friendly mod community isn't a bad thing either.
Plan out your idea, plan, plan, plan some more, then build a prototype.
Make sure it has a beginning, an ending and stuff to do in between.
I'm currently installing this, downloaded the 9.5GB LumberYard last night.
If you have a slow connection be prepared to download a crapload of prerequisites.
There's been a few engines I've tried out including UDK, Unity 3D, Leadwerks and DarkBasic so we'll see how this compares as I haven't used the Cryengine as of yet which this supposedly is built from.
The EULA for AWS is extremely intrusive, if I was a dev or publisher I would avoid it like the plague. It's pretty similar for the lumberyard thing from what I saw. UE4 and Unity are better options imo.
