The ProQuake installer has been updated to include the security module and all the loc files I have, including Q1EDGE by Bizarro monkey.
I've tested it and there shouldn't be any problems with.
The cheat-free module isn't included in the author's main distribution because then it would have to be GPL'd (or so the thinking goes) but that concern/rule doesn't apply to 3rd parties, AFAIK.
It is located in the FILES section at the top of the page menu in Clients.
I noticed that the ProQuake site http://www.planetquake.com/proquake isn't working right now so I figured this would make life easier as we hadn't added the qsecurity.dll and loc files in the File download section.
