(I'm in the UK, so a US server would never be my first choice)
traceroutes!
14 100 ms 99 ms 99 ms vb1042.rar3.nyc-ny.us.xo.net [207.88.13.202]
15 122 ms 148 ms 123 ms te-3-0-0.rar3.washington-dc.us.xo.net [207.88.12.74]
16 115 ms 119 ms 119 ms vb6.rar3.chicago-il.us.xo.net [207.88.12.33]
19 130 ms 131 ms 131 ms border1.ge4-1-bbnet2.ext1a.dal.pnap.net [216.52.191.84]
20 131 ms 132 ms 132 ms 72.5.250.125
figure out the pings from various citys yourself.

The unpingable (second) server traceroutes and up with:
15 89 ms 89 ms 139 ms border1.pc1-bbnet1.wdc002.pnap.net [216.52.127.18]
which would theoretically mean that the second server would give a ping of about 90 if the gateways are otherwise set up the same at both hosting sites.
There's no identifyable US city names in any dns names though.
