I don't think a request this simple warrants learning quakeC, so here you go.

One could modify the source to add 1 health to the player per second, when standing on the health pack. Or, give you just up to max health of that pack, or max health of the player. Anything is possible it's just up to how bad you wanna change the game or your gameplay.
