How CAX deals with an AFK player

On rage right now, there is an afk player, and instead of simply kicking the player from the server, it repeatedly sends the message:

Mkultra has been afk for too long

this is because Mkultra is admin and can't be kicked by the mod.

Also, I think AFK players shouldn't hold up the match from starting. They're afk, why are they holding up the game?

I though afkers still "held up" the match and that a vote on force starting the match still needed to take place.

Nope, if they are afk it will start without them.
