Can I create a Quake 1 monsters. What command will spawn''is''?

If you want to create Quake 1 monster, first you need to find a model editor... and learn...
Once monster created you need to include it ingame, and it passes through .qc programming

As I am not really an expert of monster creation, I think you should look for semi-pr developpers website, maybe they will help you..
